Victoria Justice wore a skin tight blue mini skirt to Perez Hilton’s Blue Ball Birthday Celebration in Hollywood. Â Victoria commented about the party and her skirt via Twitter, she tweeted:

How does Victoria even remember the 90′s? Â She was born in 1993.
